This actually makes the payment of the management fees or commission to the collection agency, by the successful artist, a form of taxation. Rupert Myer identified this an hypothecated tax in his report on contemporary art to the government back in 2001. The backers of this scheme always actually wanted a tax to support their government-funded arts management, and thought they could make do with a royalty that was really a tax.</description>
